VOTING IN THE UNION OF SOVEREIGN CITIZENS
Most things the USC does never requires a vote because much is well taken care of.
LEVELS OF VOTING
AUTHORITY
Normal USC Communities will have at least three levels of vote, and preferably
seven:
seven votes - artist
of public service, must win majority vote of the community
six votes - esteemed accomplished person
five votes - big load carrier, charming, cooperative, generous, responsible
four votes - history of volunteerism
three votes - a productive worker
two votes - responsible to family
one vote - everyone else
USC votes are on the levels of
*electronic village / guild , a visible electronic villiage in a virtual world, voting on appropriate issues
*neighborhood, when removing a principal
*areas of states, provinces, or principality, elect their own leader if they feel they need one, USC supplying money for their local needs
*world, electing a President, if it needs one, speaks for USC in all interactive matters with other locations; otherwise, Artists of Public Service fill in ceremonially for President-Not
The Artists of Public Service are elected on Regional, Electronic Village and Community Levels. They in turn elect one in seven of their number, to serve on Regional Council of Public Service, Electronic Villiage Council of Public Service, and Community Council of Public Service. The powers of these councils include recommending issuances to the Free Issuance Economists.
